2008年，昆士兰州进行地方政府大合并。合并后的布里斯班市成为澳大利亚唯一人口超过100万的地方政府。 　　


　

二级区划

澳大利亚各州下为地方议会（Local government area，英式议行合一），层级为单层。地方议会共560多个，名称繁杂有十几种，大体分为城镇和乡村两大类型。2017年时城镇类型以市（City）最多，共126个，乡村类型以郡（Shire）最多，共231个，没有通名直接称议会（Council）的有43处。

1990年代以后，塔斯马尼亚州（1993年）、维州（1994年）、南澳州（1997年）、昆州（2008年）、北部准州（2008年）、新南州（2016年）相继推进数量庞大的地方政府整并，但是西澳州还把人口只有12万的珀斯市几乎均分成4个市（1994年）。 合并后出现了不少城乡一体化的地方政府。
